Boot Windows 10 To Safe Mode

The first thing you need to do is, boot Windows 10 to safe mode and then boot. Then again boot Windows 10 in normal mode and your start menu and Cortana should start working now.

  1. Press Win+R and type msconfig
  2. Select the boot tab and choose safe boot (Network).start menu and cortana not working windows 10
  3. After applying the configuration, a Window will pop up. Click on Restart.
  4. Now Windows 10 will boot into Safe Mode. Wait till the boot is complete.
  5. Repeat the process and disable the Safe Boot.

Disable Fast Startup

  1. Open Control Panel in Windows 10. Press Win+R and type control panel, hit enter.

Tip: Uninstall the antivirus you’re using. Open Control Panel, select Programs and features and find your antivirus program. Uninstall it and restart your PC.

Perform System Scan

  1. Press Win+R and type CMD, hit enter.
  2. Command Prompt will appear, type sfc /scannow and hit enter.
  3. Wait till the scan is complete.
  4. After the scan is complete, check your log files if there are some system files replaced/repaired by SFC scan.
  5. Click on Start Button, it should be working now. Also, check if Cortana is working or not.

Restore Windows 10 To Previous Restore Points

Restoring Windows to previous restore points can help many problems related to the system. You should really restore your Windows 10. This can fix your problem and no user files will be deleted or removed in this methods.

  1. Open Control Panel and select Recovery.
  2. Click on open System Restore and wait till Windows find all the system restore points.
  3. Choose the recommended or custom restore point and restore your PC to that point.

Using PowerShell and CMD

You can use PowerShell and CMD to fix this. There are few commands and by executing those, Start menu and Cortana starts working again. Sometimes, development mode is enabled and Start menu can’t display the menu items and apps. Maybe this is the reason behind your problem.


  1. Browse to the location C:\Windows\System32\WindowsPowerShell\ select the version you’re seeing in the folder.
  2. Find powershell.exe and Right Click>Run as Administrator.
  3. Paste the command given below:

Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

4. Restart Windows 10 and see if you’re able to use the Start button and Cortana.

If still no response from the start button, use the CMD and execute the commands given.

  1. Press Win+X and select Cmmand prompt Administrator.

2. Paste the command given below:

ren %windir%\System32\AppLocker\Plugin*.* *.bak

3. Restart Windows 10 and your problem should be resolved.

Create a New User Account

If methods given above didn’t fix your problem then prefer creating a new user account. You can do this using command prompt easily. Once the new account is created, import the data of the old user to new user and start using the new account. Delete the previous account. In this way, you can get rid of “Start menu and Cortana aren’t working Windows 10

  1. Press Win+X and select Command Prompt Administrator.
  2. Type command 1: net user PC password /add (Here PC is the new username and password is the new user’s password.
  3. Command 2: net localgroup administrators PC /add (PC is the username of the account we’ve created in step 2.)start menu and cortana aren't working windows 10
  4. Now, sign out of your current account and sign into the new user account you’ve created.
  5. Check if Start menu and Cortana is working in new user account or not.
  6. If everything is working fine, open File Explorer and open C drive.
  7. Browse into Users folder, select your previous user account’s folder and copy and replace all the data to new User’s folder.
  8. Delete the previous user account if needed. In this way, users can get rid of this problem by creating and using a new user account in Windows 10.
